Haryana State Technical Education Society (HSTES) conduct counseling for B.Pharmacy and B.Pharmacy (Lateral Entry) admission 2025-26

The Haryana State Technical Education Society (HSTES) is a government body under the Department of Higher Education, Government of Haryana, responsible for regulating and facilitating admissions to various technical, professional, and vocational courses across the state. It conducts centralized counseling and admission processes for courses like B.Tech, B.Arch, B.Pharmacy, Diploma Engineering, MBA, MCA, and other technical programs offered by government, government-aided, and private institutions in Haryana. HSTES ensures a transparent, merit-based admission system while promoting quality technical education, skill development, and accessibility to higher education for students from diverse backgrounds.

Eligibility Criteria:-
B. PharmacyCandidates must have passed 10+2 (Senior Secondary Examination) with Physics and Chemistry as compulsory subjects along with Mathematics/ Biology as one of the subjects. They must have obtained a minimum of 45% aggregate marks (40% for candidates belonging to reserved categories of Haryana) in the qualifying examination. Additionally, admissions are based on the rank secured in the Online Common Entrance Test (OCET) conducted by HSTES, followed by the state’s online counseling process. Candidates are also required to fulfill all other conditions as prescribed by the Pharmacy Council of India (PCI) and the State Government of Haryana.
B. Pharmacy (Lateral Entry)candidates must have passed a Diploma in Pharmacy (D. Pharma) from an institution approved by the Pharmacy Council of India (PCI) with a minimum of 45% marks in aggregate (40% for reserved category candidates of Haryana). Eligible candidates will be admitted directly into the second year of the B.Pharmacy program through the Online Common Entrance Test (OCET) conducted by HSTES, followed by the centralized online counseling process as per state guidelines.

Admissions to B.Pharmacy and B.Pharmacy (Lateral Entry), including candidates under the Tuition Fee Waiver (TFW) scheme and Economically Weaker Sections (EWS), will be based on the rank secured in the Online Common Entrance Test (OCET) – 2025, conducted by HSTES. The admission process will be carried out through online off-campus counseling at www.techadmissionshry.gov.in for all categories. For the B.Pharmacy course, two rounds of online off-campus counseling will be conducted.

Candidates belonging to the State of Haryana are required to provide their Parivar Pehchan Patra (PPP) ID or Aadhaar Number (if the applicant does not remember the PPP ID) during sign-up/registration at www.techadmissionshry.gov.in. The applicant’s details such as name, gender, date of birth, father’s name, mother’s name, income, category, and sub-category will be automatically fetched from the PPP database, and these details will be non-editable. Therefore, all Haryana State candidates must ensure that their information is correctly updated and verified on the PPP portal before proceeding with registration.

Candidates belonging to states other than Haryana must provide their Aadhaar Number during sign-up/registration at www.techadmissionshry.gov.in. However, if the Aadhaar Number of any such candidate is already available in the PPP database, the candidate will not be permitted to register as an “Other State” candidate during the registration process.

Haryana candidates are not required to upload documents related to category (SC, BC, General, etc.), annual family income, or date of birth during registration at https://techadmissionshry.gov.in, as these details will be fetched and verified from the PPP database. However, they must upload PDF documents for their sub-categories such as ESM, FF, EWS, or other special categories.

Candidates must carefully verify all particulars (name, father’s name, date of birth, category, income, etc.) fetched from the PPP database during registration. In case of any discrepancies, details must be corrected and re-verified through the PPP portal before confirming registration.

If incorrect particulars are found at the time of admission reporting, the admission may be cancelled, and the candidate will be solely responsible. For corrections in editable details (other than PPP-fetched data) after submitting the online form, candidates can contact HSTES at [email protected] or toll-free number 1800-137-3735 before the application deadline.

A candidate will be permitted to modify their registration details (except the information fetched from the PPP ID) before paying the registration fee. Additionally, candidates may provide their Automated Permanent Academic Account Registry (APAAR) ID, a unique 12-digit code, during the online registration process.

Registration: At the time of registration on www.techadmissionshry.gov.in, candidates must create a password for future logins. This password should be kept confidential and not shared with anyone, as the candidate will be solely responsible for any changes made to registration details, choices, etc., if the password is disclosed. The registration process consists of seven stages: filling the application form, entering other details, uploading photo & signature, entering marks of the qualifying examination, confirming details, uploading required documents in PDF, and paying the applicable fees.

A one-time Registration-cum-Application Fee must be paid online through Debit Card, Credit Card, Net Banking, or UPI using the payment gateway.

The registration fee is non-refundable under any circumstances, and additional service charges will be borne by the candidate for using the payment gateway.

Candidates applying under the Economically Weaker Section (EWS) category for the B.Pharmacy course must upload a scanned copy of their Income & Asset Certificate issued by the competent authority in PDF format (maximum size 100 KB) while filling out the online application. Additionally, candidates are required to upload their recent passport-size color photograph in JPG format (maximum size 30 KB) and their specimen signature in JPG format (maximum size 20 KB).

Before submitting the online application, candidates must verify their registration details and ensure that the uploaded photograph, signature, and matriculation certificate are their own, and that the details match those in the qualifying exam. If there is any mismatch between PPP data and qualifying exam details, the candidate must update and re-verify the data on the PPP portal before final confirmation. After paying the registration fee, candidates can log in using their Unique Application Number and Password to fill choices online. Those applying under a special category can fill choices for both their General Roll No. and Special Category Roll No. using the same login.

Candidates can correct/update details in the online application (except PPP ID data) up to the last date of submission by submitting required documents to HSTES, Panchkula as per key-dates.

Admit Cards with Roll No. and Exam Centre for the OCET (B.Pharmacy & B.Pharmacy Lateral Entry) must be downloaded from www.techadmissionshry.gov.in as per key-dates.

The result of the Entrance Test (OCET-2025) will be declared on www.techadmissionshry.gov.in and www.hstes.org.in as per the announced Key Dates. No separate result card will be issued to candidates. There will be no re-evaluation or re-checking of the entrance test answers, and requests in this regard will not be entertained.

To participate in online counseling for B.Pharmacy / B.Pharmacy (Lateral Entry), candidates must fill in their order of choices online at www.techadmissionshry.gov.in as per the Key Dates, based on their unique OCET-2025 rank. Candidates are advised to refer to Chapter 9 for detailed counseling procedures.

The choices filled by candidates will be subject to the final list of participating institutes and branches as approved by the concerned University/PCI, so candidates must regularly check for any updates (added or deleted institutes/branches) before the last date of choice filling as per the Key Dates. Registration for OCET-2025 and choice filling will be done at www.techadmissionshry.gov.in, where candidates must also upload the required documents (e.g., Reserve Sub-Category, EWS certificates) in PDF format (max 100 KB), except details fetched from PPP ID. The fee structure of self-financing pharmacy institutions/deemed universities is available in Appendix-F and on www.techeduhry.gov.in / afrchry.techeduhry.gov.in, which candidates should carefully review before selecting institutes. Candidates are advised to lock their filled choices, though if not locked, the last entered choices will be treated as final. Choice filling for each counseling round will be allowed as per the Key Dates, and those registered for the 1st counseling need not register again for the 2nd. Counseling should be done only from home or participating institutions, and not through cyber cafés or unauthorized persons to avoid being misled. After the close of the 1st counseling, results will be available online as per the Key Dates.

After the counseling result is declared, candidates must report to the allotted institute within the given schedule (as mentioned in the provisional seat allotment letter) along with all required documents, certificates, testimonials, and photographs, as per the guidelines provided in Chapter-10 “Reporting of the Candidate.” At the time of reporting, the candidate must also deposit the first semester fee at the institute. Upon successful verification of credentials and payment of the admission fee, the institute will update the candidate’s admission details on the HSTES website. The candidate must ensure to collect the Provisional Admission Slip, duly signed by both the Admission Coordinator of the institute and the candidate. Failure to report within the specified dates, or submission of incorrect documents/fees, will result in automatic cancellation/forfeiture of the allotted seat.

To participate in the 2nd and subsequent counseling rounds (if any), candidates must refill their choices in order of preference on www.techadmissionshry.gov.in. The procedure for filling choices will remain the same as earlier. If a seat is allotted in the 2nd or later counseling, the candidate’s previously allotted/reported seat will be automatically cancelled, and the candidate must report again to the newly allotted institute. Therefore, candidates should fill choices carefully in order of priority only if they wish to upgrade their seat. Candidates who are satisfied with their earlier admission and want to retain the allotted seat should not participate in subsequent counseling rounds.

After each counseling result, candidates must report to the allotted institute as per the provisional seat allotment letter and the guidelines mentioned in “Online/Offline Reporting of the Candidate.” The institute will verify the credentials and documents uploaded by the candidate within the stipulated time, confirm the admission on the HSTES portal, and issue a Provisional Admission Slip (online/offline) as proof of admission. If a candidate fails to report within the given schedule or if the uploaded documents/fees are found incorrect, the allotted seat will be forfeited/cancelled automatically. After successful reporting, it is mandatory for the institute to issue an online-generated Provisional Admission Slip to the candidate as per the Key Dates.

Pharm.D Eligibility: Candidates must have passed 10+2 with Physics and Chemistry as compulsory subjects along with either Mathematics or Biology, or hold a Diploma in Pharmacy (D.Pharm) from a PCI-approved institution. The minimum age should be 17 years, and most colleges require around 50–55% marks in the qualifying examination for admission.

M.Pharm Eligibility: Candidates must have a B.Pharm degree from a PCI-approved institution with at least 55% aggregate marks, while reserved category candidates are usually given a 5% relaxation. Admissions are generally based on GPAT scores, but some universities in Haryana also consider merit or conduct their own entrance examinations.

Admission Process for Diploma in Pharmacy (D.Pharm) in Haryana

The admission to the Diploma in Pharmacy (D.Pharm) course in Haryana is conducted by the Haryana State Technical Education Society (HSTES) through a centralized online admission and counseling process. The steps are as follows:

Online Registration: Candidates must register online at www.techadmissionshry.gov.in as per the schedule given in the Key Dates. During registration, they are required to fill in their personal details and course preferences, upload a passport-size colored photograph (JPG, max. 30KB), signature (JPG, max. 20KB), and scanned copies of the necessary documents such as the qualifying examination mark sheet, category/sub-category certificates, and EWS/TFW certificates if applicable (PDF, max. 100KB). Haryana resident candidates must also provide their Parivar Pehchan Patra (PPP) ID, through which details like name, gender, date of birth, category, and income will be automatically fetched and remain non-editable; hence, they must ensure their PPP details are updated and verified before registration.

Merit Preparation: There is no entrance test for admission to the Diploma in Pharmacy course; instead, admissions are made on the basis of inter-se-merit of percentage marks obtained in the qualifying examination (10+2 Science with Physics, Chemistry, Biology/Mathematics). In case of a tie, merit is determined successively by marks in Chemistry, followed by Physics, then Biology/Mathematics, and finally by the date of birth, giving preference to the elder candidate.

Online Counseling and Choice Filling: Eligible candidates must participate in online counseling through www.techadmissionshry.gov.in, where they are required to fill and lock their preferred choices of institutes and branches in order of priority. While locking of choices is strongly recommended, if a candidate does not lock them, the last saved choices will automatically be treated as final. The admission process will include two rounds of online off-campus counseling, and if seats remain vacant thereafter, the respective institutes may conduct Institute Level Counseling as per the prescribed guidelines.

Seat Allotment: Seats are allotted on the basis of the candidate’s merit rank, the choices filled, applicable category/quota reservations, and overall seat availability, after which a provisional allotment letter is generated online, clearly specifying the allotted institute and branch.

Reporting at Allotted Institute: After seat allotment, candidates must report to the allotted institute within the given schedule along with all original certificates/documents, a set of self-attested copies, recent photographs, and the first semester admission fee as per the institute’s fee structure. The institute will verify the credentials, update the admission status on the HSTES portal, and issue a Provisional Admission Slip duly signed by both the Admission Coordinator and the candidate.
